Richard Y. Wang is Director of the Chief Data Officer and Information Quality (CDOIQ) Program. He is a pioneer and leader in the research and practice of Chief Data Officer (CDO). Dr. Wang has significant credentials across government, industry, and academia. He conceived and chaired the Inaugural MIT-Army CDO Forum, and established the CDO Forum as an annual event at MIT. In addition, he has been chairing the Annual MIT CDOIQ Symposium since 2007. Dr. Wang was a professor at the MIT Sloan School of Management for almost a decade. From 2005-2009, he was appointed as a Visiting University Professor of Information Quality, University of Arkansas at Little Rock. He is an Honorary Professor at Xi’An Jiao Tong University, China. Dr. Wang has put the term Information Quality on the intellectual map with myriad publications. In 1996, Prof. Wang organized the premier International Conference on Information Quality, which he has served as the general conference chair and currently serves as Chairman of the Board. Dr. Wang’s books on information quality include Journey to Data Quality (MIT Press, 2006), Information Quality: Advances in Management Information Systems (M.E. Sharpe, 2005), Introduction to Information Quality (MITIQ Publications, 2005), Data Quality (Kluwer Academic, 2001), and Quality Information and Knowledge (Prentice Hall, 1999). Prof. Wang has been instrumental in the establishment of the Ph.D. and Master of Science in Information Quality degree program at the University of Arkansas at Little Rock, the Stuart Madnick IQ Best Paper Award for the International Conference on Information Quality, the comprehensive IQ Ph.D. dissertations website, and the Donald Ballou & Harry Pazer IQ Ph.D. Dissertation Award. Dr. Wang is the recipient of the 2005 DAMA International Achievement Award. Previous recipients of this award include Codd for inventing the Relational Data model and Chen for the Entity Relationship model. In 2005, he received a certificate of appreciation from the Director of Central Intelligence and a thank you letter from the Director of National Intelligence. From 2009-2011, Dr. Wang served as the Deputy CDO and Chief Data Quality Officer of the U.S. Army, for which he received letters of appreciation from the Army’s Chief Information Officer, and the CIO at the Office of the Secretary of Defense. Born in Hyogo Prefecture in 2000. Graduated from the Faculty of Fine Arts at Tokyo University of the Arts and is currently enrolled in the Graduate School of Advanced Studies in Arts and Sciences at the University of Tokyo. Engaged in research that spans the fields of painting and artificial intelligence. His abstract paintings, themed around “new landscapes” that incorporate his unique interpretations of time and gravity, have attracted attention since his time at Tokyo University of the Arts, winning numerous awards including “Art Olympia 2022,” “Geidai Art Plaza Award,” and “Tokyo University of the Arts Art Festival Excellence Award.” In 2024, as an emerging artist, he held a solo exhibition at Ginza GSIX, which sold out about an hour after opening. In 2025, he held a large-scale solo exhibition spanning four floors, the first in the history of Hankyu Department Store.

Noriko Rzonca is a dynamic data science and digital transformation (DX) strategy expert with over 20 years of leadership experience in the insurance, banking, and energy industries. As Chief Digital Officer of Cosmo Energy Holdings, she has led the company’s digital transformation efforts, including driving oil refinery digital twin projects, enhancing employee digital upskilling initiatives, and facilitating DX projects such as DX Hub. She has also spearheaded the establishment of data governance and a data-driven business environment at the enterprise level. Previously, Noriko held senior roles at Citi Group, MetLife Japan, and Sony Bank, where she led integrated marketing, branding, and pricing initiatives. Her expertise in data science, CX design, and global services strategy development has positioned her as one of Japan’s most respected thought leaders in the areas of DX and change management. Noriko holds a Ph.D. in Psychology from Utah State University, with a focus on research and evaluation methodology. A strong advocate for data-driven decision-making, she frequently speaks at conferences globally. Beyond her professional life, Noriko serves as a Management Councilor at Shiga University and previously served as a member of Japan’s Cabinet Office’s Working Group for the Establishment of a Mathematics, Data Science, and AI Higher Education Programs Certification System, supporting data literacy cultivation among students in Japan. In her free time, she enjoys traveling and spending time with her husband and son.

Hitoshi Shibasaka has worked in corporate administration and internal systems development at Nose Steel Co., Ltd. In 2019, he launched a joint research project with the Shiga University DEML Center on multi-truck delivery route optimization. He later entered the Master’s Program at the Graduate School of Data Science, Shiga University, and in July 2022 founded Dknowledge Inc., a university-certified startup, to bring the research outcomes into practical use. Based on the optimization algorithms developed through the joint research and refined through field validation, he released the delivery optimization application “Hi-SIA” in October 2025. His work focuses not only on automating manual dispatching and addressing Japan’s 2024 logistics labor regulation issue, but also on promoting data utilization for small and mid-sized businesses beyond the logistics sector.

Mohammed Aaser is Domo’s chief strategy officer, where he helps Domo and its customers build innovative data apps and modern data experiences that accelerate key business processes and optimize strategic outcomes. Prior to Domo, Mohammed was CDO at McKinsey and Company, where he championed the strategic use of data across thousands of client initiatives in all industries. He is a member of the U.S. Technical Advisory Group (TAG) to the International Organization for Standardization (ISO) in data quality, and Lead Data Governance Consultant for Noetic Partners. To accelerate Digital Transformation, organizations must view technology not merely as a tool for cost reduction, but as a strategic investment that drives growth. This requires a management framework that consistently aligns investment planning, execution, and value realization. Technology Business Management (TBM), adopted by CIOs, CDOs, and CFOs around the world, is a global standard framework promoted by the nonprofit TBM Council. It provides a scientific and structured approach to decision-making for technology investments. By leveraging TBM, organizations can optimize their strategic investment portfolios, visualize their end-to-end technology spend—including cloud and AI—and establish a management cycle that maximizes ROI. TBM enables companies to build a sustainable technology management foundation that connects investment decisions with business outcomes, ensuring that Digital Transformation does not remain a one-time initiative. Starting this year, TBM Council has expanded its activities in Japan, accelerating adoption across domestic enterprises.

Masahiro Asakawa is a TBM Evangelist at the TBM Council Japan and Director of Customer Success at Apptio. He began his career at IBM Japan in 2008, working as a systems engineer and later leading multiple Digital Transformation programs as a consultant and project manager. In 2020, he became Executive Officer and Head of the Digital Business Division at IBM Japan Digital Services, driving company-wide digital transformation. Since 2024, he has focused on helping organizations increase transparency in technology investments and apply TBM as a “common language” that connects CIOs, CFOs, and business leaders. We all recognize that monetizing data creates advantage in a digital economy, yet few understand how to do that well. Doug does—in fact, he originated the field of “infonomics” – the economics of information. His innovative ideas and best-selling books, Infonomics and Data Juice, have helped organizations uncover billions of dollars of untapped value in their data assets. Many senior IT, business, and data leaders have sought Doug’s expertise on the topics of data monetization and valuation, data management and governance, open and syndicated data, analytics best practices, and big data-based innovation. He is a frequent featured speaker at industry conferences and author in The Wall Street Journal, Forbes, and The Financial Times, among other journals. Today, he uses his knowledge to raise the level of data fluency across our organization and create offerings related to data value and valuation. Doug is currently an independent executive advisor, on the faculty at the University of Illinois and Carnegie Mellon universities, and a research fellow with BARC. He spent the bulk of his career as a distinguished analyst with Gartner’s Chief Data Officer Research & Advisory team and is a three-time recipient of Gartner’s annual Thought Leadership Award. In previous roles, he launched and managed the Deloitte Analytics Institute, and worked with pioneering AI technology providers. He earned a bachelor’s degree in software engineering and business administration from the University of Illinois at Urbana-Champaign.

Dr. Hiroki Shibasaki earned his Ph.D. (Engineering) in 2016 and began his professional career at Sompo Japan Insurance Inc., where he specialized in automobile insurance product operations. In 2017, he joined Sompo Holdings Inc. as part of SOMPO Digital Lab, leading multiple Proof-of-Concept (PoC) initiatives focused on digital transformation in the automotive and insurance sectors. His work included advanced projects utilizing drive recorders and IoT technologies to enhance traffic safety and monitor senior driving behavior, achieved through cross-functional collaboration across the Group and with external stakeholders. Dr. Shibasaki also played a pivotal role in SOMPO’s global innovation strategy, establishing the company’s first overseas innovation hub in Israel—an industry-first initiative. There, he engaged in business development and strategic investment due diligence in partnership with local startups and venture capital firms. From 2021 to 2023, he studied at the University of Hawai‘i at Mānoa, Shidler College of Business, as a company-sponsored scholar, earning an MBA and a Certificate in Entrepreneurship. Upon returning to SOMPO Digital Lab in 2023, he served as Chief of Staff (CoS) to Executive Vice President Koichi Narasaki, overseeing strategic planning and leading the launch of the Value Creation Unit (VCU) at SOMPO Light Vortex Inc., as well as business development initiatives at REVortex, Inc. Since August 2025, Dr. Shibasaki has continued as CoS in the Business Development Dept. at SOMPO Holdings, contributing to the Group’s growth through new business incubation, digital strategy, and ecosystem innovation. He is a recipient of the Sompo Japan President’s Award and so on. He also has held academic positions at Meiji University and at Waseda University.

Richard Y. Wang is Director of the Chief Data Officer and Information Quality (CDOIQ) Program. He is a pioneer and leader in the research and practice of Chief Data Officer (CDO). Dr. Wang has significant credentials across government, industry, and academia. He conceived and chaired the Inaugural MIT-Army CDO Forum, and established the CDO Forum as an annual event at MIT. In addition, he has been chairing the Annual MIT CDOIQ Symposium since 2007. Dr. Wang was a professor at the MIT Sloan School of Management for almost a decade. From 2005-2009, he was appointed as a Visiting University Professor of Information Quality, University of Arkansas at Little Rock. He is an Honorary Professor at Xi’An Jiao Tong University, China. Dr. Wang has put the term Information Quality on the intellectual map with myriad publications. In 1996, Prof. Wang organized the premier International Conference on Information Quality, which he has served as the general conference chair and currently serves as Chairman of the Board. Dr. Wang’s books on information quality include Journey to Data Quality (MIT Press, 2006), Information Quality: Advances in Management Information Systems (M.E. Sharpe, 2005), Introduction to Information Quality (MITIQ Publications, 2005), Data Quality (Kluwer Academic, 2001), and Quality Information and Knowledge (Prentice Hall, 1999). Prof. Wang has been instrumental in the establishment of the Ph.D. and Master of Science in Information Quality degree program at the University of Arkansas at Little Rock, the Stuart Madnick IQ Best Paper Award for the International Conference on Information Quality, the comprehensive IQ Ph.D. dissertations website, and the Donald Ballou & Harry Pazer IQ Ph.D. Dissertation Award. Dr. Wang is the recipient of the 2005 DAMA International Achievement Award. Previous recipients of this award include Codd for inventing the Relational Data model and Chen for the Entity Relationship model. In 2005, he received a certificate of appreciation from the Director of Central Intelligence and a thank you letter from the Director of National Intelligence. From 2009-2011, Dr. Wang served as the Deputy CDO and Chief Data Quality Officer of the U.S. Army, for which he received letters of appreciation from the Army’s Chief Information Officer, and the CIO at the Office of the Secretary of Defense. He received a Ph.D. in Information Technology from the MIT Sloan School of Management in 1985.
